Good Metropolitan Governance: Ukrainian – Polish peer exchange

The Council of Europe’s Centre of Expertise for Good Governance (CEGG) provides assistance to help develop good metropolitan governance and Strategic Municipal Planning (SMT) in Ukraine.

On 16-18 May 2023 a Ukrainian delegation travelled to Poland for the peer visit on metropolitan governance. Leaders of 11 rural and urban municipalities – potential members of the Lviv Agglomeration – participated in the visit, as well as representatives from the Secretariat of the specialised Parliamentary Committee on Local Self-Government, senior officials of Lviv Regional and District State Administrations, Lviv District Council and the Council of Europe’s consultants.

During the visit, the delegation learnt about different approaches to the creation and functioning of metropolitan areas in Poland. They visited the Krakow Metropole and Górnośląsko-Zagłębiowska Metropole (Katowice) and held exchanges with the Polish state and local officials and experts.

The peer visit was organised by the CEGG within its Programme “Strengthening Good Democratic Governance and Stability in Ukraine” in co-operation with the Lviv Regional Military Administration and the Foundation in Support of Local Democracy (FSLD).  The overall goal of the activity is to prepare the Lviv Agglomeration Development Strategy.

It is expected that development of the metropolitan areas in Ukraine will become an important element in the process of the strengthening of  good democratic governance and public administration during wartime and in a post-war context, as outlined by the Council of Europe Action Plan for Ukraine 2023-2026 “Resilience, Recovery and Reconstruction” under its Democracy pillar.
