About Programme
In the period April 2011 – May 2015 the Council of Europe (CoE) Programme “Strengthening the Capacity of Local Authorities in Ukraine” was implemented by the Centre of Expertise for Local Government Reform, Directorate General II – Democracy of the CoE Secretariat General. It was sponsored by the Governments of the Swiss Confederation and the Kingdom of Denmark.
The strategic Programme goal was establishment of a strong and effective local self-government system, improvement of legal framework of local democracy in Ukraine, strengthening legal and financial basis of local self-government and decentralisation of power in compliance with the European Charter of Local Self-Government, European standards and objectives of the CoE Action Plan for Ukraine for 2008-2011 and 2011-2014.
Programme objectives: strengthening the capacity of local authorities through implementation of European innovative tools for governance, developed by the Centre of Expertise for Local Government Reform, and provision of recommendations, policy guidance and expertise to the Government, Parliament of Ukraine, local government associations with the aim to promote local and regional democracy institutions, development of local self-government and more effective provision of public services.

- Strategy for Innovation and Good Governance at Local level.
- Local Finance Benchmarking Programme.
- Public Ethics Benchmarking Programme.
- Performance Management Programme.
- Leadership Academy Programme.
- Local Government Associations Development Programme.
Based on the results of the Programme implementation (particularly, its components on Legal Assistance, Best Practice and Leadership Academy) the new project “Decentralisation and territorial consolidation in Ukraine” was integrated in the Council of Europe Action Plan for Ukraine 2015-2017 and started in July 2015.
